The Ad-Hoc Senior Officials Meeting on Energy (SOME) Preparatory Meeting for the Special ASEAN Ministers on Energy Meeting (AMEM), together with the Ad-Hoc SOME Consultative Session with Dialogue Partners, were convened on 24 April 2026 in a virtual format, bringing together Senior Energy Officials from ASEAN Member States, the ASEAN Secretariat, the ASEAN Centre for Energy (ACE), the ASEAN Council on Petroleum (ASCOPE), and key ASEAN energy bodies, alongside Dialogue Partners. The ASEAN Secretariat delegation was led by the Deputy Secretary-General for the ASEAN Economic Community, H.E. Satvinder Singh.
The Meetings focused on assessing the implications of the situation in the Middle East on global and regional energy markets, including oil and gas supply stability and price volatility. The Meeting acknowledged updates from international organisations on market developments and discussed ASEAN’s coordinated response to strengthen regional energy security and resilience.
The Meeting took cognisance of the status and next steps of the ASEAN Framework Agreement on Petroleum Security (APSA), including the need to expedite domestic ratification and enhance operational readiness. Discussions also covered proposed coordinated measures, including the discussion of Coordinated Emergency Response Mechanism (CERM), as well as potential financing support from the Asian Development Bank and the World Bank Group.
The Consultation with Dialogue Partners facilitated exchanges on supply risks and potential cooperation, including supply diversification, emergency response coordination, energy efficiency, renewable energy, and market stabilisation measures. The Meeting emphasised the importance of demand-driven and practical cooperation aligned with ASEAN priorities.
The Meeting also discussed and progressed the draft Joint Statement of the Special AMEM and agreed on the necessary preparations for the Special AMEM to be convened on 27 April 2026.
