Secretary-General of ASEAN delivers remarks at the 13th Beijing Xiangshan Forum

Secretary-General of ASEAN, Dr. Kao Kim Hourn, on 16 September 2026, delivered remarks at the First Plenary Session of the 13th Beijing Xiangshan Forum, in Beijing, China. Speaking on the topic of “International Order and Strategic Stability,” Dr. Kao underscored that strategic stability requires not only military balance, but also strategic reassurance built through open communication, responsible management of competition, respect for international law and inclusive cooperation. He also highlighted ASEAN’s role in fostering dialogue, building confidence and reducing the risk of miscalculation through ASEAN-led mechanisms.
