Zebel Launches AI Bid Review, Cutting A Week Of Manual Bid Entry Out of Every Project

The New Capability Reads Bids in Any Format, Shows the Estimator Where Every Number Came From, and Catches the Scope Subcontractors Leave Out

WALNUT CREEK, Calif., Oct. 19, 2026 (GLOBE NEWSWIRE) — Zebel, the modern preconstruction platform that carries one budget from first budget through final bid, today announced AI Bid Review, a capability that reads incoming subcontractor bids and checks each one against the live estimate it was priced from. AI Bid Review is generally available to all Zebel users today.

A bid package lands on a Tuesday afternoon. Three subcontractors, three completely different formats, none of them matching the bid form. Someone retypes the numbers into a spreadsheet one line at a time, and the comparison that is supposed to protect the estimate ends up happening two tabs away from the budget it is protecting. Reading the bids becomes the job, and the review they were meant to receive is whatever time is left at the end.

Zebel does that reading instead. AI Bid Review extracts the line items from each bid, highlights the exact text in the original document that every number came from, and maps them onto the bid form that is already tied to the live budget. Nothing moves until the estimator approves it. Where a subcontractor has left scope out, Zebel says so, and the estimator carries an amount against it on the spot. When a leveled total lands far from what the estimate is holding, that gap shows up at review rather than at buyout.

“Nobody should be retyping a bid in 2026,” said Hamid Hajian, founder and CEO of Zebel. “But handing the whole thing to an AI and hoping is not the answer either. A head of preconstruction signs their name to that number. What they need is to know their team read the bids and understood them, not that something looked at them overnight. We built this so the review actually happens, instead of getting skipped because there was no time for it.”

“Putting in all those bids is the most time consuming part. Zebel took three of our door bids and captured the information very precisely across each one, and I like that it highlights it so you can see it yourself,” said Devon Romero, Preconstruction Manager at Construction Solutions Company. “Only time will tell as we use it for hundreds of bids whether it keeps up at that level. But if it performs like that, nobody is going to complain about another AI feature. That is ease of life.”

Standalone bid leveling tools compare bids to one another and hand back a spreadsheet that somebody still has to map onto the budget. Zebel starts from the estimate instead. Bids arriving in entirely different structures land on the same bid form without re-entry, every extracted figure links back to the wording it came from in the subcontractor’s own document, and leveled totals are measured against what the estimate is currently holding. Once a bid is selected it pushes into the budget with the subcontractor recorded against the line.

The launch lands as preconstruction absorbs a wave of AI aimed at automating judgment, at exactly the moment the industry is losing the people who exercise it. Decades of pricing instinct are retiring out of the trade, and firms replacing that experience with tools that cannot show their reasoning are taking on a risk they have no way to audit.

A typical project runs 40 to 50 bid packages and roughly between 100 and 200 individual bid reviews before buyout, and subcontractors revise quotes on top of that. Reviewing and leveling a single trade by hand takes an estimator about an hour. Across a project that is more than a working week spent reading documents rather than analysing them. In Zebel the same review takes minutes.

“There’s nothing artificial about Zebel’s new AI Bid Review. It exchanges the estimator’s effort from data entry to high-impact analysis, while keeping them in full control of which numbers and qualifications from trade partner proposals make it to the estimate, by making everything the machine found visible on the same screen,” said Jon Reid, Director of Construction Intelligence at UrbanCore Construction. “The companies that differentiate themselves are going to be the ones that keep the expert right in the center of everything.”

AI Bid Review sits alongside conceptual and detailed estimating, unit cost history, bid management and GMP budgeting on one platform, where the thread from the first concept number to the final bought out budget never breaks. Bids can be pulled from BuildingConnected, historical project data imports from Procore, and takeoffs come in from Togal.AI.
