This Comprehensive Plan of Action (CPA) builds upon the significant achievements made in the relations between ASEAN and Russia and the successful implementation of the Comprehensive Plan of Action (CPA) to Implement the Association of Southeast Asian Nations and The Russian Federation Strategic Partnership (2021-2025), Joint Statement of the 3rd ASEAN-Russian Federation Summit on Strategic Partnership in 2018 and other related documents. It will serve as a guiding document to further strengthen ASEAN-Russia cooperation in areas of mutual interest, bringing tangible benefits to our peoples, as well as contributing to the promotion of peace, stability, prosperity and sustainability in the region. This CPA will also contribute to the promotion of the ASEAN Community building and integration including the implementation of the ASEAN 2045: Our Shared Future, and to the Russian Federation’s implementation of the National Development Goals of the Russian Federation until 2030 and for the period of 2036. This CPA also affirms Russia’s support for ASEAN Centrality in the evolving regional architecture and all ASEAN-led mechanisms and fora, as well as the important role of the ASEAN-Russia Strategic Partnership in maintaining peace and stability in Asia-Pacific.
